The Silk Road was an ancient land-based commercial trade route that started in ancient China and connected Asia, Africa, and Europe. The original role was to transport silk, porcelain and other commodities produced in ancient China. Later, it became an economic and political route between the East and the West. The "Belt and Road" runs through the continents of Asia, Europe and Africa, with an active East Asian economic circle on one end and a developed European economic circle on the other. The vast hinterland countries in the middle have huge economic development potential. The Silk Road Economic Belt focuses on unblocking China via Central Asia and Russia to Europe (Baltic Sea); China via Central Asia and West Asia to the Persian Gulf and the Mediterranean; China to Southeast Asia, South Asia and the Indian Ocean. The key direction of the 21st Century Maritime Silk Road is from China's coastal ports across the South China Sea to the Indian Ocean and extending to Europe; from China's coastal ports across the South China Sea to the South Pacific.

The “Belt and Road” is a road of cooperation and win-win that promotes common development and common prosperity, and is a road of peace and friendship that enhances understanding and trust and strengthens all-round exchanges. The Chinese government proposes to uphold the concepts of peaceful cooperation, openness and inclusiveness, mutual learning and mutual benefit, and mutual benefit and win-win results, to promote practical cooperation in all directions, and to create a community of interests, a community of shared future and a community of responsibility featuring political mutual trust, economic integration, and cultural tolerance.
